In World War I, Germany signed an Armistice with the allied forces. The Treaty of Versailles was a document signed after World War I, blaming Germany to pay back all monies in damages due to the war. In World War II, Germany surrendered when Soviet and Allied troops surrounded Berlin.
Since Germany started the war by invading Belgium and France, those countries had every reason for blaming the Germans. Before that, other countries had been blaming Germany for actively encouraging Austria - promising the Austrians their unconditional support - to invade Serbia.

Germany sent Mexico a document trying to get them to declare war on the USA and thereby prevent USA from entering the war on the side of the Allies. The British intercepted the document and after they showed it to the Americans, the USA declared war on Germany, entering WWI.
