Fence is already used as a verb. To fence something off or "enclose within a fence" is a verb. In the sport of fencing, "to fence" is also a verb. Fence as in the actual object which is used as a boundary marker, is a noun.
Tom likely ran for the fence because he saw something on the other side that interested him or he was trying to escape from something on his side of the fence. It could have been a noise, another animal, or just curiosity that prompted him to run for the fence.
All the way until the garden ends, it hits a fence, or runs onto something that isn't a garden.

If it is your fence you can injure yourself any way you like; if its not your fence then you'll have to get permission before you injure yourself.
You can have a licensed contractor to do fence repair if you dont feel that you will do a good job at repairing it yourself. Something like that is something that seems pretty easy to do.
The only way is to increase the height of the fence.

An electric fence does not prevent a dog from jumping over the fence. The only way to prevent a dog from actually jumping the fence is to build the fence high enough to keep the dog from being able to clear it when he jumps.
You can politely ask your neighbor to share the cost of a fence by approaching them in a friendly manner and explaining the benefits of sharing the expense. You could say something like, "I was wondering if you would be open to splitting the cost of a new fence between our properties. This way, we both benefit from the added privacy and security it provides."
