No. That is the SECOND STEP. In the Scientific Method, the first step is to ask a question or make an observation. The problem / question / observation is the subject of the investigation. Once the question exists, a theory (hypothesis, conjecture) can be made, which can be proven or disproven through experimentation.
The scientific method is the system of advancing knowledge by creating a question, collecting data by observation and experimentation, and testing a hypothesis.
The next step after asking a scientific question is to do a research of existing literature to see what other scientists may know about that particular question, which perhaps has already been answered by someone other than yourself. If not, then you can attempt to make an observation of nature, or an experiment, which will help you to answer that question.
