A constitution is a set of written rules that sets down a plan on how to operate a government.
The rules for government come up within the government. People as in myself or yourself have the right to make a petition and have the United States look at it. The rules come up in the government within the Legislative Branch, Executive Branch, and the Judicial Branch.

The plan of government was called the Mayflower Compact. The colonist realized they needed rules to govern themselves if they were to survive the new land. They drew up a written plan for government. Forty-one of the men aboard signed the Mayflower Compact. The Mayflower Compact established a tradition of direct democracy.
It is a framework. It gives rules which we should follow on making laws and means make them. It does this without actually providing any laws of it's own.
