Pretty much exactly what it says. Most all jurisdidcitions make laws. The federal government makes federal laws. The State's make laws for their state. Cities, Towns, etc. Some laws may cover the same thing at different levels some may be reserved only for a particular level of government. In this case one is being directed to pursue their options at law at the state level. At State courts, with state remedies (as in punsihment allowed under that State law, not Federal one).
