Yes, dogs need shade and/or water (hydration) just like most mammals when it is extremely hot. Remember that dogs are descendents of wolves - their habitat is basically 'woods' they are not designed to be out in the hot sun for extended periods of time.
Like any mammal who needs fluids to survive, dogs can be affected by heat and sun stroke. In hot weather, dehydration can begin in hours because the body constantly uses fluids in every cell and in the blood. As heat rises, the need for water (fluids) also rise. The body begins shutting down non-essential functions, and focuses on getting blood to major organs like the heart, brain, kidneys. But dehydration takes fluid from the blood, so the blood thickens and becomes harder to pump. This puts more strain on the stressed heart. As well, thickened blood means a higher risk of blood clots which can kill.
If dehydration is prevented altogether or caught early, dogs and humans have a good chance of recovery. But without fluids, heat can kill within hours.
If the dog is left outside in extreme temperatures for long periods of time with no water, food, or shelter then YES. That dog will probably die. Over-heating, heat-stroke, dehydration, and other problems can cause death if a dog is left outside is severely hot temperatures. If you leave a dog outside, make SURE it has plenty of fresh water and food- WITHIN REACH and some shade to lay down in.
