Kennedy demanded improved civil rights legislation. He was able to get an urban renewal package, improved Social Security benefits, and increased minimum wage. In 1961 Kennedy authorized a small force of Cuban exiles to lead a revolt in Cuba but they were captured instead. US reputation was seriously harmed. However, he made up for his mistake by signing a Nuclear Test Ban Treaty in 1963 with Britain and the USSR.
