Atticus says it's a court of law that makes everyone equal.

Of course, the fact that this particular court is about to find Tom Robinson guilty of a crime that he's clearly innocent of--based on the obvious fact that his color is making him unequal in the eyes of the jury--is an ironic condemnation of the status quo in 1935 Alabama. Law and Order--as served by the police and the courts and the common people, including the members of the jury--is seen as being in a very real conflict with justice in this novel. That's part of why it was such a great contribution to the cultural debates of the 1960s and why it remains such an important book to this day, because America is still pretty clearly not over its racial divisiveness.
