This can be interpreted two ways - Either as the baby's first breath after birth or the metaphoric breath that would come from God 'breathing' into the child. there are clear references indicating that God is creating us in the womb, so we have identity and God's intention while in the mother's womb - that's life in the womb, before birth. "For You formed my inward parts; You wove me in my mother's womb." Psalm 139:13 (NASB)

The only time the bible actually gets specific, it points to the point at which blood begins to flow, which is roughly 14 days after conception. {needs reference}

"Clothe me with skin and flesh, And knit me together with bones and sinews?" Job 10:11 (NASB) - This is likely to be in the first week or two (though needs to be confirmed by medical fact). So, my understanding of the biblical references (with medical confirmation) seem to point to at least within a week or two of conception.

Agreeing that life begins at conception requires a deeper understanding of God's work in and purpose for each person he creates - if God is in control of everything (which He is), then he has a hand in conception, and would definitely consider us to be alive at conception.
