Yes you can get starters in this game.All you need to do is to go to the WI-FI connection place in Jubilife City and talk to the lady at the counter and she will ask if you want to go in to trade(you could get them if you seen them)or not. say yes and you will enter.It would say if you want to offer a Pokemon or seek a Pokemon. (you would be seeking a Pokemon)when you click the seek button you will see Pokemon,gender,and level select what you want and wait a few days and you would get the Pokemon you're looking for do this process again and you'll get the other stater Pokemon.Or if you have a friend with ds and Platinum(or D/P) then all you need to do is:start a new game when your able to trade trade the starter to your friend. Do again with another starter. then restart select the starter you haven't chosen then trade back the other two Pokemon.You can also use the Action Replay Wild Pokemon Modifier code. I am not sure what it is, though. You can choose what Pokemon you want to appear, it's nature, lvl, and other specifics. Just Google it.
