After the Afghan-Russia war, the rebellion turned against the USA, led by Osama Bin Laden. So, the people who started the terror group, unwillingly, was the USA itself. It was Osama who led them against the USA after Russia left Afghanistan.
As far as the military goes, October of 2001. The CIA... that's uncertain, but they were certainly active during the 1979 - 1989 Soviet invasion of Afghanistan, and may possibly have been in-country since.
