You will have to wait until it has completely grown out of your hair. For example: if you hair is 5 inches long you cannot put in a perm until those 5 inches have grown out and been cut away. The reason for this is because when you chemically straighten the hair the bonds inside the hair are separated and cannot be joined together again.

You can't "grow" curly hair unless you were born with it. If your hair isn't naturally curly, you can get a perm at a salon, or go to a beauty supply store and buy curlers and perm solution to do it yourself.
all you have to do is perm it and wash it.
If your hair isn't naturally curly... the only way to get tight spiral curls is to get a perm... which I wouldn't recommend if you have hair longer than your ears... Old people get perms because their hair is short... and you cant see the perm when it grows out... Why would you want to look like scary spice?
