The Romans stopped using the watling Street because they left Britain. Roman legions were removed from Britain several times. The first time there was a redeployment to Gaul to fight the Germanic invasion. The other times they were taken to the continent by usurper emperors. Besides the sharp decline in the number of troops there were also attacks and settlement by the Angles, Saxons, Jutes and Frisians. In the end the Romans left Britain altogether.

Your question is rather vague. Since you give the date 410, I will presume that you are referring to the Romans leaving Britain. The Romans had redeployed their troops stationed in Britain to the continent three times. With a minimal military presence, Britain was left exposed by the raids of Germanic peoples: the Angles, the Saxons, the Jutes and the Frisians. As a result of this, the British-Roman aristocracy expelled the Roman administration. Presumably Britain came under self-rule by this aristocracy. Eventually, following waves of migrations by the mentioned peoples, Anglo-Saxon Britain was established.
The Romans in Britain did not greatly affect the English people because their ancestors, the Anglo-Saxons, took over Britain after the Romans left.
The Romans left Britain in 476, because around 40-45 years before that the barbarians started attacking England. The barbarians carried on attacking for 40-45 years, until the Romans finally left. When the Romans were gone, the barbarians ruled Britain and the Romans travelled over to Italy, because they decided that Italy was more important than England. They decided this because, Italy was their home country. (The country they originated from and started the Roman Empire.) Where-as, England was just a simple, helpless country that they invaded.
