1. Vacuum leak/leaks.
2. Switch.
3. Controller.

If the outside temperature is about 50 degrees Fahrenheit ( 10 * C ) or higher and the defrost or floor and defrost modes are selected the air conditioning compressor will cut in and out as it dehumidifies the air ( that's normal )
There are 2 fans that would be running while you are driving and that is normal... the compressor fan if you have the air conditioner running and the radiator fan runs to help keep the radiator cool while the engine is on.

A leaky heater core can do that. Also if the AC is not operative, the defrost mode can't dry the cabin air.
Dont worry it is normal That is a feature built in to the unit that keeps the ac pump lubricated during the winter months, it should only come on while in defrost mode. I would not recommend disconnecting the air cond pump as it may not work at all when the warmer weather comes back.
