How do you know it is charged properly? If you did not put gauges on the system? If no air is coming thru the vents the coil may be clogged. This list could take a long time!!
Look to see if the compressor is running when the ac is on. If not, then check the Freon pressure, as the compressor won't run if the Freon is low.
If the compressor is running, the blower is blowing, and there's no cold air, you need freon. If the whining is from under the hood, the compressor may be damaged. That's what happens when running without freon.
You should have your system serviced. It sounds like your compressor is bad. Mine was doing the same thing and I found out it was a burnt up compressor.
Either you are out of freon, your compressor is broken or your cabin filter is plugged. There are other possibilities but these are the most obvious.
It usually means that your system has developed a leak. Your AC system is charged with freon gas. If a certain amount leaks out, a safety device prevents the AC compressor from starting. Without the compressor, no cold air.
As the Freon level in your air conditioning system gets lower the cold air will become warmer and warmer. You will need to recharge the system with Freon.
If it stops blowing cold air then your clutch on the compressor is probably not any good, or it could be that you need to recharge your freon and lubricant
Check to see if the ac compressor is running. If it is not, use a gauge to check the Freon levels, as low Freon is the most common cause of no cold air blowing.
You are out of refrigerant.
Possible low freon.

The compressor is so hot b/c there are fans inside that push the hot air out of the refrigerator. No cold air is blowing out b/c the cold air is going into the fridge.
