Judgment begins to be impaired at between 0.05 and 0.08% blood alcohol (by volume). This is true of everyone, regardless of whether or not they show it or recognize it themselves.

At about 0.10%, naive drinkers begin to feel tipsy. Experienced drinkers may not, but their judgment and ability to make good decisions is nonetheless impaired -- so they order another drink....
