You can find the LV 99 version with the Action Replay Code Manager, along with a code for 999 Rare Candy. But: Pokemon that are caught at high levels don't get trained and can be beaten by most Pokemon, I even beat my friend's one with my LV 50 Absol.
Still, Get the Code Manager and you get you code, then you can find any Pokemon at LV 99.
