If someone is screaming, and we don't allow screaming, i remnind them once that they need to use their inside voice and that we don't allow screaming. If it continues, she goes to time out and must sit queitly for the proper time. Afterwards, she is to listen to me while I explain to her why she had a time out or why she lost a privledge. It is the job of a caretaker to teach children how to work out their feelings and how to properly use their communication skills. "Allow?" It isn't the children's responsibility to control their stepfather. Afterall, the stepfather is controlling them. They probably don't know what to do and are trying to understand what is going on.
