They are actually 2 different questions.

Your residency is generally determined by where you spend most of the year, and there are specific laws to calculate that. Someplace is the most. That's your primary residency. And you are required to consider yourself a resident of that State. For some other purposes, the definition of resident may change,,,like belonging to the local pool or whatever.

Your residency may well be a factor in determining where your tax is paid...but you don't only pay tax to places you are a resisdent. You pay tax based on where it is earned. So if your a resident of say Florida, and work or make money in NC, you owe tax on that money to NC, not FL. For certain many, many thousands of people (or corporations) pay taxes to NC (or other places) they have investments, business interest, whatever...but have never spent a second of time in.

And yes, your owing tax, at any level is well settled law. Your not going to outsmart the laws by some declaration...your just going to show you lack of understanding or actual research. To get to the end of that...if there was a "loophole" or somehting that made it so taxes weren't really required....what do you think 5 minutes to pass or law to make it so it was absolutely required....or less? Yup, it's been done.
