If you have no pubic hair then you proberly have not started puberty preoperly yet. This is normal it happens to alot of guys. Some people start pubity as late as 16. When you start pubity you will grow pubic hair and your penis will grow quite fast for around 2-4 years, so theres nothing to worry about.

Functionally pretty much any penis will do the job. If that's the size in slack state you're probably on the small side of average but not enough to worry about.
