The only two cases where i see this happening is when either the Quick Launch shortcut has been broken (the file it refers to doesn't exist at that location anymore), or that the software you are trying to launch has malfunctioned.
The first can be usually identified when after clicking the launch button, Windows shows a searching type box that says something relating to searching for the right file.
In the second case though, there is no true way to identify. It can be usually resolved though by simply reinstalling the software.
If it still doesn't work, please follow up and elaborate on what exactly happens...
