No, but in one study boys with aspergers outnumber girls 4 to 1 where as another study read that boys may outnumber girls by 10 to 1. I am a female Aspie and there is strong evidence showing that aspergers is caused within the genes, more likely on the father's side but it can happen on the mother's side as well.
Turner Syndrome
no and waverer some kids have down syndrome
Because people who have Turner syndrome have one X chromosome instead of the two other females have. As they do not have a Y chromosome, they are female.
The proportion of men to women with Down syndrome is about equal.

I can't speak for the U.S. specifically but according to the National Institutes of Health, Turner Syndrome effects 1 out of every 2,500 female live births worldwide. For more information about it, you can peruse NIH's site at:http://turners.nichd.nih.gov The site has a wide variety of publications you can access, information about current studies, and even the contact information for a NIH doctor if you have questions about the syndrome.
I don't know a percentage, but one in every 2000 to 2500 live female births has Turner syndrome.
