It speaking about God. Most people don't know he has a name other than God, Lord etc.
and that name is Jehovah. Many translations though have taken this name out, but you can usually find it in some older bibles and the King James version. But you will ALWAYS find it in the New World Translation, produced by Jehovah's Witnesses.
