That would be the amendment repealing prohibition. The 18th amendment established prohibition, and the 21st repealed it. However, to say that these amendments had no impact on the Constitution is not correct. The 18th amendment became part of the Constitution as truly as any other part, and the 21st did also. This had a major impact on the Constitution, and on the people as well.
The third party progressive party gave the election to the Democrat, Woodrow Wilson. Theodore Roosevelt, former Republican president, ran on the Progressive ticket ( also known as the Bull Moose party). Added together he and Taft, the Republican candidate got enough votes to win, but Wilson got more votes than either one of them separately.
He backed away from trust-busting. Taft feared that trust-busting was beginning to have a negative impact on the overall economy.

A progressive person is one who promotes social reform or liberal ideas. I am not sure that mathematics had much of an impact in that direction.
