Yes. u can apply on line at WPC site of DOT. Then u have to apply on hard copy also giving Rs 50/-Draft.Exams are conducted every two months. But if u fail number of times, do not get disheartened. It does not have any rational and depends much on the mercy of examiner. System is not transparent.
