After you beat the elite four an get the national Dex, you can catch chimchar on stark mountain, piplup next to lake verity, and turtwig next to lake valor. All took me a hour and a half to catch. Or you can breed your starter with a ditto (make sure to put a full incense on your starter.)
The other way is to go to the global trade centre and put a Pokemon to offer (legends, rare Pokemon, and dittos work much easier and ask for a piplup, turtwig, or a chimchar.
Or you could just ask a friend if you could "borrow" his Pokemon, breed it with a ditto and give him back later.
Or do as above, say you've lost your game and keep it!!! (but i wouldn'nt risk losing a friend and being a jerk)

∙ 13y agoPiplup cannot be caught without using a cheating device like Action Replay or GameShark.
I dont have either of them and i went to lake acuity and caught 1
there are turtwig in eterna forest and chimchar are at mt coronet

∙ 12y agoWell, it's truly a matter of opinion. But, I'll tell you some facts and my opinion. Chimchar has a great advantage over many of the gyms. Plus, he evolves into a fight type, which helps overcome his weakness to water. Infernape (the evolved form) has the best attack, good special attack, and great speed. But, it has low defensive stats.
Turtwig, once it evolves, has great special attack and defensive stats. The things a great tank.
I'm not a huge fan of piplup, it evolves to be steel, which makes fire regularly effective against it.
So, if you want a good tank for your team, choose turtwig. If you wanna get though the games with the least difficulty, choose chimchar, and if you really like piplup, go with piplup. It's not real important which starter you choose, but how you build your team around it.
Mudkipz are so much better in my opinion

∙ 14y agoIn Pokemon Pearl and Diamond Piplup is in the starter briefcase from Professor Rowan near Lake Verify. In Pokemon Platinum Piplup is in the starter briefcase from Professor Rowan on Route 201. There is only one in the game so that is the only way to get it.

How do you get a piplup if you got chimchar as a starter Pokemon on Pokemon Platinum?
You can only get one of these starters in Pokemon platinum: piplup, chimchar, or turtwig. In my opinion it is best to get piplup for type advantage. Example: if you get chimchar your friend (on the game) will get piplup, and chimchar is fire so piplup will win because it is water. Same thing with turtwig, he will get chimchar and grass is weak against fire. But with piplup, piplups only weakness is electricity and niether chimchar, or turtwig is electricity so piplup is your best bet.There is a cheat to get all three of them but I don't know it so the only way you can get piplup if you already have chimchar is to trade with someone who has piplup.
If you choose Lucas or Dawn or Piplup Chimchar or Turtwig on Pearl will the storyline change at all?
If you pick Turtwig, regardless of your character's gender, your rival will have Chimchar and Rowan's assistant will have Piplup. If you pick Chimchar, your rival will have Piplup and Rowan's assistant will have Turtwig. And etc. No changes are caused in the storyline, no matter what you do.
