It is against Neopets rules to borrow, take, or use another person's Neopets account. You can create up to five neopets accounts per person. It would be easiest to create your own account. Anyone caught using an account that is not their own will be frozen by TNT.

When you make the account, it has to be activated. When activated, you scroll over to the 'My Account' button. Allow it to bring up the pull down menu. You will see a button that says, 'Create a Neopet'. Click on that, then various types of neopet species will come up. PS. If you are lucky, there might be a new, limmited addition neopet. Who Knows? :)
