This is often done by lighting engineers and photographers. The colour temperature of a light source gives an accurate indication of the colour produced by that light source. The colour temperature is measured with a colour temperature meter; essentially speciallized light meters. A photographer can use a colour temperature meter to calculate the colour correcting filterage required to produce correct looking images. If the photographer doesn't have a meter, then digital cameras can automatically adjust the image to give an overall neutral image (this is the automatic white balance setting). Or, if you know the source (for example, if you're using tunsgten lighting), then you can use an appropriate filter.
Colours do not have gender. Anyone can wear any colour they like and want to. Just a word of advise, most of it is in your attitude. It helps if the colour looks good on you, but if you want to wear a colour there really isn't a "colour police" out there that will stop you.
