Sq metres here refers to internal floor area and excludes external walls, garages, outbuildings and external works. Bear in mind that some sites are much more expensive to develop than others - development costs need to be assessed separately to build costs. Also bear in mind that the difference between £600 and £1500 per m2 is largely down to the specifications - i.e. what the client wants to do and how much they want to spend. You should add around 10% to achieve a passive house standard / high ecohomes ratings (yes just 10%!).
