If you are considering an African grey parrot, depending on if you live in an apartment house, condo, or any other home with other people living on the other side of the wall, it dosent really make a big difference. They are quiet for their size, and are very loud enough for neighbours to complain, but every bird is different so you may get one that would be VERY loud. If this happens you must do research, (or if you already have) and learn how to make them stop being loud. Dont forbid them at all to not talk, that's cruel, but just not as loud. This is the largest bird you can get for an apartment, even little conures who are almost a third of the African grey are 3 times louder, so be careful what you buy. I live in a 15 story apartment block with an African grey for 4 and a half years without one complaint. I don't even think my neighbours know i have a bird! :)
African Grey parrots are known talkers, with extremely large vocabularies. However, no bird is guaranteed to talk, so don't ever buy a bird of a specific species because you're sure it will talk. There's never a guarantee.
Some types are but not all. Big parrots like Macaws tend to be loud when they talk but smaller birds like senegals and conures tend to be quiet when they talk:)

Many birds and animals are infact colorblind. However many parrots including the African Grey are able to see more color than humans. They are capable of seeing ultraviolet light.
