No. They are differnet breeds. Falabella are from Austria and Miniatures are from everywhere. I don't know how Miniaures came to be.

The American Miniature Horse and the Falabella are actually two separate breeds of miniature horses. Just as a German Shepard and a Poodle are both dogs, they are completely different breeds.

Yes, they are the same, it's just that Fallabella is the last name of the man who made the breed.
