Generally, yes. For example, most forms of Birth Control are forbidden, as is divorce. However, many Catholics have found ways of "getting around" these strict regulations-- American Catholics are as a whole, are more liberal than Protestants, as a whole.
Why are Catholics strict compared to what? I can think of a few protestant sects that are so strict they do not allow electricity in their homes and require all their members to wear a pretty modest outfit. I can think of non-Christian religions that do not allow their members to engage in many things that Catholics take for granted, there are non-Christian religions that do not allow alcohol, cigarettes, soda, coffee. There are some non-Christian religions that require a widow to throw herself on the funeral pyre. Perhaps you are thinking of Catholics in comparison to non-religious people. In that comparison, I should think that Catholics were so strict because they realize full well, that this short time they have on earth is the only opportunity they have to make a choice between heaven or hell for all eternity, and they do not want to waste a moment of this life on foolishness, much less on things that will gain them hell for sure. When I was much younger and in high school, I used to think that if hell was half as bad as an afternoon with a double period of chemistry followed by gym class than I never wanted to be there. Well, hell is going to be a lot worse than our worse memories of high school, and it is going to last, and last, and last, never ending. For that reason alone, any Catholic who believes in God in the tiniest bit is going to be very strict with himself as to following the Commandments of Our Blessed Lord, Jesus Christ, and love his neighbor above himself every time.
