A 'rom' becomes illegal if it is transferred to a medium that it is not licensed for. So a NDS ROM is legal while it is on its original NDS Gamepak, a DVD's contents is legal as long as it remains on DVD. However it is not legal to create an unlicensed duplicate of these by 'ripping' them from the original medium, and especially illegal to offer these for distribution.
Downloading ROMs for games that you do not own is considered illegal. Legal options include creating your own ROMs from games you own or getting ROMs from legal sources.

On 1 gigabyte of memory it is possible to store 100's of "retro" roms of the SNES/NES years seeing as they are all very small files. You will need an emulator to play these roms however which takes significantly more memory, watch out though, playing these games without owning the original copy is illegal.
Most if not all of the SNES roms are on the website in the related links. Its a set so you will get all the S ones at the same time.
Find a good ROM site that holds n64 ROMS. You can find it there. Or look for it on torrent sites, but this is all illegal unless you actually own the game. Good luck.
