Dubai are by no means trying to keep their population low. Their leader, shiekh mohammad (sorry if wrong spelling) is focussed solely on growth. He effectively used to give a blank cheque to builders to build something big on the plots in Dubai.

Look at the massive construction thats going on in Dubai marina. An estimated 1/4th of the cranes of the world are in Dubai! They are building more of the palm islands and so much more. If there is a market for this development is another question, but the leaders of Dubai atleast want to put Dubai in the center of the world, not only for business. Emmirate airlines is expanding their fleet size at an unprecidented magnitutude. They are buying more airlines than they currently have and are trying(and succeeding) to make Dubai the hub of the world.

These developments will obviosly attract so many people. They use the policy: "Build it and they will come"

Dubais population has doubled every 10 or so years for the last 50 years.

I think this is a good thing. They have realised that their oil reserves arent endless and so are investing in development and are trying to attract all sorts of people to their city for SUSTAINABLE growth.
