Yes Entei, Raikou and Suicune are all available as rental Pokemon in Pokemon Stadium 2 you can choose them at any time as long as your not playing little cup rules.

Mewtwo is not a Rental pokemon in pokemon stadium the reason for this is because there is a VS Mewtwo mode in the game and so his place is taken up there instead of in Free Battle.
