I think it all depends on the personality of the German shepherd. Like my dog Zena has always been around alot of dogs since she was just a puppy and since she has come to live with us since. Some dogs are more playful and social than others while some are loners and anti social. Both German shepherds we've owned have been very social so German shepherds could possibly be social butterflies.
