No, GetJar is a legitimate mobile app store that offers free and paid apps for download. It is not illegal to use GetJar to download apps for your mobile device.
To download GetJar for your Pandigital tablet, you can visit the GetJar website directly using the tablet's web browser. Alternatively, you might find the GetJar app in third-party app stores or forums that are compatible with Android devices. Make sure to enable installation from unknown sources in your tablet's settings to install apps from outside the official app store. Always ensure you are downloading from a reputable source to avoid malware.

If by "hidden" you mean apps that were installed by default from the manufacturer, there is now way to remove these apps from your phone by conventional means. You must have root access, which can be very hard to get on your device.
In the 'account settings' menu, there is a restore hidden apps button Or you can just re-buy it, as you have already bought it, it won't appear on your app history or charge you for it again
I'm not sure I understand your question. Hidden fees are themselves a scam. And on many apps you purchase, there are hidden fees. No app can protect you from a scam. Only being careful and doing very good research.
some apps will make it so to access stuff on the free app you have to pay but most free apps will not charge you at all
No it costs nothing for FREE apps on your ipod touch.
No, but some apps can be hidden via Settings>General>Restrictions>Vwalah! You can hide all your apps if you want by jailbreaking your iPod and downloading SBsettings
