Yes...it instinctive for horses to be wild therefore fearful by nature. Well, 'fearful' is a strong word. There are two types of creatures, fight and flight. Humans are 'fight' creatures... we have better chance of survival if we face what is threatening us. Horses have 4 strong legs and can run in excess of 40mph... they are most definitely "flight" animals. When threatened or scared, they run. If this is what you mean by 'fearful', then yes.
