Yes, both are YJ Wranglers. Tops are somewhat interchangable between Jeep CJ-7's and YJ Wranglers from 1976 to 1995. For sure an 89 top will easily fit a 91.

Matching model years yes, but obviously if the bars look different the pads wont match
89-95 almost 100% compatible. there are some minor wiring differences but all important wires and vacuum lines are the same. if you're swapping motors between certain years you may find some wires will not have a connection and the "maintenance required" light will always be on (probably because of the wires to nowhere...) but everything should work fine. i have a 91 Cherokee with a 92 motor with a few wires to nowhere and i'd drive my jeep across the country any day.
