Non-Muslim women and children were exempt from the jizyah. All non-Muslims were permitted to govern their areas according to their religion and customs. Jews were allowed to govern other Jews according to Halakhic law, Christians (Catholics, mostly) were allowed to govern according to Canonical laws, etc.
