If you have ever seen the movie then you might think that. Even I thought that when I first saw the movie. But it turns out that both of them are just two foolish men looking for a lovely woman. Now I don't think the Phantom had any reason to get so upset with Raoul. After all, it is Christine's choice. So I would say no that they are not "technically" enemies but in your own opinion you could consider them to be.
