Yes they are, but they are no longer a penny.
A piece of candy did not cost much in the 1920s. Back then, there were small mom and pop stores that had pieces of candy (similar to some candies we buy in bags today) in a display where you could choose one or two, or however many you wanted, and they would put them all in a small paper bag. There were plenty of choices for a penny and some were two for a penny.

The first individually wrapped candy in America was the Tootsie Roll. This candy was introduced in 1896 to the public. Tootsie Roll candy was popularly called penny candy because it cost one penny at that time.

Penny candy is candy that in long ago days literally sold for one cent per piece. An example would be Tootsie rolls and Mary Janes.
Back in the day when penny candy was two pieces of candy for one cent, jolly ranchers "wine candy" only came in a few flavors like green apple, grape, and cherry. if you looked at the candy near a light it looked similar to the colors of bottled wine, grape, cherry, and a yellowish clear version of green apple. Thus when someone was buying penny candy at the store when there was a lot of candy to chose from and you did not know the name of the candy but, you tried to describe the candy to the person that was selling it, it was often stated the one that looks like wine flavors,...thus wine candy.
These candies were originally sold two for a penny, and the red plastic strip held the two pieces together.
