They are not the same thing. They are two different overtures by two different composers, talking about two different things. They were also written in two different times.

The Light Cavalry Overture and the William Tell Overture are not at all the same piece. The Light Cavalry Overture (1865) was written by Franz von Suppé (1819-95) as the overture to one of his 30 comic operas, "Leichte Cavallerie". The William Tell Overture was written by G. Rossini (1792-1868) and is the overture to "Guillaume Tell" (1829), an opera in four acts. The overture is in four sections (including a bombastic storm); but the most famous section is the last, which gained fame in America when it was used as the theme music for the Lone Ranger.
