Like anything, you get what you pay for. Tasco manufactures a variety of scopes of different quality. While cheaper scopes may not be of the best quality, the better quality scopes (more expensive) are comparable to other manufacturers' products.
Not everyone can afford a Leupold, Bushnell, Swarovski, or Nikon scope. But even these three high end optics manufacturers have "bottom of the barrel" offerings much like the lower end Tasco products. You just have to know what it is you are shopping for.
There is a good tutorial for choosing the right optics for your weapon linked below. The best advice is to learn what you can, shop around, and choose the best scope you can afford.
The fact though is that the better the shooter, the less he has to rely on add ons. Some of the best shooters in the world can drive nails at a hundred yards with iron sights.
Tasco scopes can be purchased directly from the Tasco website. These scopes can also be found at Optics Planet, Cabela's, Shop Deer Hunting, Amazon, and eBay.

Unless the manufacture states that the scopes are made for airguns I would not use them. Air rifles have a different recoil than firearms and the recoil will eventually ruin the scope.
It depends on what you want to use your spotting scope for. There are spotting scopes for birds, hunting, target shooting and just general observation. The brands of spotting scopes that are the best is Alpen, Burris, Bushnell, Leupold, Nikon, Simmons, Tasco, Vortex, Yukon and Zeiss. I believe any one of these makes would meet your needs.
Tasco was created in 1954.
