i would say adjustable because then you can fit the harness to the exact size that your pet needs. it will probably be more comfortable for the dog too. both harnesses should give you, as the owner, enough control, if your pet decided to wonder off.
Step in harnesses can be hard to use but if you set it up before you get to your dog then it will be easier. Have your dog "step-in" and you should be able to tighten everything up.
