Are all artists tortured

I am not sure of the point of your question. Surely very few modern artists are tortured physically. Perhaps you are asking if an artist has to have a tortured soul and/or a miserable life to be a good artist. I do not think that such a life is at all necessary, but persons in extreme stress whether as a painter, a poet , a composer, or a writer of prose sometimes seem to have flashes of creativity that ordinary people do not have. However, there have been thousands of composers, authors, painters and even poets that lived rather comfortable lives and still produced great art.
