If we can filter toilet water and reuse it then as long as we can get our hands on it we can use it. But if someone owns the rights and won't share then no.

Earth was (and is) a home for man and all of God's creation.
No god made the heavens and the earth in six days and on the seventh day he rested. He then created man and gave him the earth and all of it's abundance. Man in turn gave the earth to Satan when he did not follow God instructions in the garden of Eden. Satan became the ruler and principality of the air. It explains why there is famine, desolation, wars rumors of wars, sickness and disease, air pollution, poisoned waters, etc. And things will continue to get worst until the earth will come to an end. Then God will destroy Satan and create a new heaven and earth.

No. It's a never ending cycle. The water that's on Earth is the same water that the dinosaurs drank.However, we can run out of fresh water. Nearly all the Earth's water is in the oceans; when we use water from lakes and rivers we contaminate it so that it can't be used again until it evaporates and re-falls as rain (or we purify it somehow, which takes a lot of energy).
