Not always. Usually if the werewolf is protective, it's either protecting its territory without bothering to kill you, or it's someone you know that's the werewolf. Or it might know you (somehow) but you don't know it.
Werewolves aren't evil, their just dangerous because they kill to eat. This isn't evil because a tiger isn't evil if it kills to eat same rule applies with werewolves. Werewolves are just misunderstood.

Almost all werewolves are solitary however in 'The Werewolves of London' by Brian Stableford they lived in a pack. In the Howling series they had a community in the out-back of Australia for several generations.

I believe that there were wolves which folk found frightening and dangerous, but in reality there were no werewolves at all.
