Since there are multiple designs of bolt action rifles, there is no one answer. Your best bet will be to take it to a gunsmith. The tube feed rifles are more prone to jamming- usually with the cartridge elevator, and may require disassembly to remove a badly jammed cartridge. If you are not comfortable with your ability to disassemble and reassemble your rifle, you need a smith.
