Typically, the bubbles are proportionate to the concentration of detergent, but not always so. Some bubble up more, some less.
In short, the amount of bubbles isn't a reliable measure to the cleaning power of your solution.
It's a small mesh bag you can put delicate items of clothing in (often women's undergarments) when you wash them to keep them from getting messed up. I'm not really sure why it's necessary, but many small items of clothing (again, predominantly women's underwear) say on the label they should be washed in a wash bag.
